ABOUT THIS ROLE

Neuroth Construction builds on public and federal projects, where compliance is not just a back-office function. It is what makes the work possible. Certified payroll, apprenticeship filings, insurance, lien releases, and employee records are what get us paid, keep us audit-ready, and keep us eligible to bid the next job. The HR & Compliance Coordinator owns that documentation — onboarding, employee files, benefits, certifications, and the subcontractor paperwork behind every payment — working alongside the Director of People and Operations.

This is an early-career role that does not feel like one. You will touch employment law, benefits administration, prevailing wage, and federal labor compliance in your first year, working directly with the people who run the business. What you learn here transfers anywhere in HR or compliance, and it is the foundation for a long career in either one.

WHAT YOU WILL DOOnboarding and employee records

Run new hire onboarding: offer paperwork, I-9 and E-Verify (as trained), required California notices, benefits enrollment, and Day 1 coordination with IT and the hiring manager.
Maintain employee files in SharePoint to our structure, with the right documents in the right folders and nothing missing.
Process separations: final paperwork, benefits notices, and file archival.
Benefits administration

Process benefits enrollments, changes, and terminations with our medical, dental and vision, and retirement plan providers, and confirm each one took effect.
Prepare monthly benefits reports and reconcile provider invoices against the active roster before payment.
Support open enrollment: materials, employee questions, deadlines, and getting every form back.
Maintain the benefits records that prevailing wage fringe compliance depends on.
Employee support and records

Be the first stop for routine employee questions about pay stubs, time off, benefits, and paperwork, and route what you cannot answer.
Track policy acknowledgments and required California notices so every file is complete.
Training and certifications

Track OSHA cards, trade certifications, safety training, and required harassment prevention training for every employee.
Schedule renewals before expiration and file the certificates when they come in.
Subcontractor compliance

Collect and verify what every subcontractor owes us before they start and while they work: insurance certificates, W-9, contractor's license, DIR registration, apprenticeship forms, and lien releases.
Maintain the Subcontractor Compliance board and chase missing items until they are in hand.
Keep submission records so our own tracker is the authoritative record of what was sent and when.
Labor compliance support

Support certified payroll and apprenticeship documentation with the Payroll & DIR Compliance lead: apprentice ratios, fringe benefit statements, and agency correspondence.
Track business licenses, state registrations, and agency filings, and prepare renewals.
Help write and update the playbooks for the processes you run so they survive turnover.
WHAT WE LOOK FORThese matter more to us than your resume. We can teach the construction part. We hire for these:

Organization and tracking. Dozens of small items, each with a deadline and an owner, and none of them can slip. You build a system and you trust it.

Attention to detail. A form completed wrong or a certificate that lapsed by a week has real consequences in this industry: fines, withheld payment, or a failed audit. You read the whole form.

Discretion. You will handle pay rates, personal information, and personnel matters. You keep them confidential by default.

Persistent, respectful communication. Getting a subcontractor to send an insurance certificate for the third time takes patience and a clear message. You can do it without souring the relationship.

Reading and applying rules. Labor compliance is a set of rules. You are comfortable reading a regulation or an agency instruction, figuring out what it requires, and asking when it is unclear.

Ownership. The trackers are yours. They are current, they are accurate, and when leadership asks a question, the answer is already there.
EXPERIENCE AND EDUCATIONNo construction experience is required. This role is scoped for zero to three years of experience, and we place you in the pay range based on what you bring. Experience that counts includes:

HR, benefits, payroll, or office administration in any industry.
Construction or subcontractor administration, project coordination, or insurance and certificate tracking.
Customer-facing or administrative work where you handled records, forms, deadlines, or sensitive information.
Coursework or a degree in human resources, business, public administration, paralegal studies, or a related field.
Helpful, not required:

Prevailing wage, certified payroll, or public works compliance experience.
Familiarity with Excel and comfort learning a work-management platform like Monday.com.
Bilingual English and Spanish, useful with field employees and subcontractors.
TRAINING AND WHERE THIS ROLE CAN GOYou will learn both HR and compliance here, and either one can become your path. Some people find the employee side is their specialty; others go deeper on subcontract, insurance, and labor compliance. This role is a real starting point for a career in either.

We support the training that makes sense for your role and where you are headed, which can include labor compliance and prevailing wage courses or SHRM certification preparation as the role grows.

WORK ENVIRONMENT AND SCHEDULE
Monday through Friday, in person at our office in Carlsbad. Standard eight-hour day.
Small, close team. You will work directly with leadership and with every function in the company.
Part-time and internship versions of this role are available on a set weekly schedule built around your classes; tell us what you are looking for when you apply.
BENEFITSFull-time employees (30+ hours per week) are eligible for:

Medical, dental, and vision — Neuroth Construction pays 100% of the employee premium on base plans. Dependent coverage and buy-ups available at employee cost.

401(k) — pre-tax contributions through payroll deduction.

Vacation — 10 days per year to start, plus one additional day for each year of service, up to 15.

Sick leave — 5 paid days per year.

Paid holidays — 11 per year.
